Application for Admission into the National Training and Retraining Programme Under Ghana Cares Programme

A)            BACKGROUND AND PROGRAMME OBJECTIVES                                                                 

Applications are invited from qualified beneficiaries for enrolment into the Training and Retraining Programme, a component of the National Unemployment Insurance Scheme (NUIS) under the Ghana CARES “Obaatan Pa” Programnme which is government’s blueprint for post COVID-19 recovery and transformation. The Training and Retraining Programme is being implemented by Ministry of Finance and the Ministry of Employment and Labour Relations in colloaboration with the Social Partnership Council which comprises Labour Unions/Associations, Employers and Government.

In response to the ravaging effects of the COVID-19 pandemic on Ghanaian workers, Government announced the establishment of a National Unemployment Insurance Scheme (NUIS) and Training and Retraining Programme in the 2020 Mid-Year Fiscal Review and subsequently in the 2021 Mid-Year Fiscal Review and the 2022 Budget Statement and Economic Policy. The NUIS is aimed at cushioning workers who become unemployed as a result of an economic shock such as COVID-19 pandemic and also serve as a mitigating measure for unexpected future events that may disrupt employment.

The Training and Retraining Programme which is a component of the NUIS is aimed at preserving and upgrading the human capital and skills of the current cohort of workers who lost their employment or are under-employed because of the pandemic. The Programme is focused on skills upgrading, work ethics, productivity and attitudinal change and  is intended to facilitate the re-entry of workers into productive employment at higher levels of performance.

The Training and Retraining Programme will be implemented in two phases with first phase of the Programme targeting workers in the Private Education Sector and the Tourism and Hospitality Sector, the two sectors which were hit hardest by the COVID-19 Pandemic. The second phase will cover all other sectors drawing lessons from the implementation of the first phase. Government together with Social Partners has decided to commence the implementation of the first phase of the the Training and Retraining Programme to support workers who were affected by COVID-19 to get back into employment as quickly as possible.

The Ministry of Finance and the Ministry of Employment and Labour Relations in collaboration with the Social Partners are therefore inviting applications from workers/teachers who worked in the two sectors (Private Education Sector and Tourism & Hospital Sector) prior to the outbreak of COVID-19 and whose employment were disrupted by the pandemic to enrol in the Training and Retraining Programme course modules.  

 

B)     COURSE MODULES

 Some of the programmes/courses that will be  covered under the Training and Retraining Programmes include:

  • Certificate in Education;
  • Top-up Diploma in Basic Education;
  • Post Graduate Diploma in Education;
  • Certificate in Educational Administration;
  • One Year Post-Graduate Diploma Programme;
  • Common Core Programme (CCP) for Private Schools Teachers;
  • Certificate in Tourism and Hospitality Management;
  • Front Office Skills;
  • Social Media Marketing and Digital Selling;
  • Certificate in Food and Beverage Skills; and
  • Productivity, Work Ethics and Attitudinal Change.
     

C)            FEES

Government is funding the cost of the Training and Retraining Programme. Government will pay the fees of beneficiary workers who enrol in the Programme.
 

D)            APPLICATION PERIOD

The application for the Training and Retraining Programme will begin from Monday, 27th June, 2022, and will be closed at midnight on Friday, 29th July, 2022.
 

E)         HOW TO APPLY  

Applicants should visit nuis.mofep.gov.gh for further information on the Training Retraining Programme and the application process.
 

Eligibility criteria are:

  1. Prospective trainees must have worked in the Private Education Sector or the Tourism and Hospitality Sector before March 2020;
     
  2. Applicants will be required to submit/upload the following information/documents when completing the application forms:
  • Appointment letter as proof of employment on or before March 15, 2020 (The self–employed must provide proof of their employment on or before March 15, 2020)
  • A Tax Identification Number (TIN);
  • A copy of any national identity card (to show proof of Ghanaian nationality);
  • A Tax Identification Number (TIN);
  • Social Security Number;
  • Introductory letter from current or former employer with following details, where applicable:
      • Institution name and location; and
      • Applicant’s position or title.

 

Please Note: Applicants applying for academic programmes must meet the qualification requirement of the selected institution which are listed in the application form on the website. All applicants must meet the above criteria in order to be selected for the programme.

 

All Beneficiaries of the Training and Retraining Programme will participate in compulsory seminars on Productivity, Work Ethics and Attitudinal Change by the Management Development and Productivity Institute (MDPI).
